The same technology that recovers stolen cars and finds missing people has also been used by an officer to track an ex-girlfriend and raises broader fears of private-company and government data misuse. Supporters of law enforcement now face a sharper question: how much tracking is too much before it becomes a surveillance state that needs an overhaul.
